De gemeente Hoorn heeft gefaald bij het toezicht op het in opspraak geraakte kinderdagverblijf De Blokkendoos. Op de kinderopvang zijn volgens de GGD kinderen emotioneel mishandeld en verwaarloosd. De gemeente kreeg daar al in 2005 meldingen over, maar ondernam pas deze week actie.
